Matar founded the U.A.E. Genetic Diseases Association in 2004. As its founder and chairperson, her research has resulted in five legislations across the country, including its gene mapping project. She was the first female director general to serve in the Dubai Government and the first Emirati woman undersecretary for the Minister of Health. Matar founded the Department of Community Research at the Dubai Health Authority in 2001, wellness centers at Dubai Women’s College at the Higher Colleges of Technology in 2002, the Dubai Ladies Club in 2003, and the U.A.E. Down Syndrome Society in 2004. She is also the deputy chairperson of Dubai Cares.
