<p class="MsoNormal">The effect of the outbreak was reflected in unemployment data from September to November, which showed that workforce participation was down to 50% and employment participation down to almost 900,000 from a year earlier. The jobless rate which remained unchanged from a month ago, was 12.7%.</p>
