<p class="MsoNormal">Spain’s Foreign Minister Arancha Gonzalez Laya on Monday said that workers who commute between Spain and Gibraltar will be exempted from border controls from January 1 even if no agreement is reached with the UK on free movement. The minister said that his biggest priority is to ensure that the Gibraltar border does not become a hard border.</p>
